About Jeremy
Clients' cases are as important to me as they are to them – we need to share the same goals.
Jeremy Phillips is a rarity: an accomplished barrister who has also worked at the most senior levels as a solicitor in private practice. He retains his KC practice within chambers but also works as a dual qualified barrister and independent consultant with Russell-Cooke.
Jeremy has a broad practice with specialist expertise in regulation, licensing, environmental and public law. He has multisectoral experience and acts for both the regulators and authorities as well as the regulated, undertaking both prosecution and defence work, including in matters of professional discipline and criminal proceedings.
He represents clients before committees, panels and tribunals, as well as in the Magistrates’ Court, High Court and Court of Appeal.
In his non-contentious work he provides advice and opinions on wider ranging aspects of regulatory and public law, including elements of public policy, regulatory compliance and issues of vires.
As an accredited mediator, Jeremy is especially adept at cutting through the issues to get to the heart of a problem. He brings that commerciality and pragmatic approach into all his work, focussing on the core issues at hand to achieve a swift resolution on behalf of his clients.

- Representing national infrastructure operator in a series of highly contested railway crossing extinguishment orders.
- Advising businesses and operators facing existential statutory nuisance claims in locations of increasing housing density.
- Applying career-spanning experience to the licensing of major venues, retail parks, hotel and supermarket chains.
- Supported a major PHV operator in securing a Private Hire Operator Licence from Transport for London
- Representing operators facing significant fines and confiscation orders arising from Health & Safety offences.
- Chairing and appearing before a wide range of professional and sporting disciplinary panels.
He is exceptionally eloquent and persuasive on paper and is able to engage in a positive and constructive manner with the Tribunal when on his feet.

- Securing a licence for the UK’s largest new purpose-built music venue.
- Providing an Opinion for publication on the Hong Kong Stock Exchange following the regulatory audit of a Mayfair casino with a global client base.
- Mediating systemic issues affecting the national leased public house sector.
- Advising a government department in a major national infrastructure DCO.
- Securing an Abatement Notice for a local community seriously impacted by a major regional landfill site.
- Representing a social worker in her appearances before disciplinary panels and in the High Court following her conviction for serious criminal offences.
- Advising the Manchester Arena Inquiry on the Licensing Act 2003 and its relevance to the terms of reference of the Inquiry.
